Institutional Management and Leadership Trainer
- Background
Farmers for Forest Protection Foundation (4F) is the only platform established by and for smallholder, local communities, and indigenous peoples in Indonesia. 4F acts as a bridge between farmers and markets, producers, government, and other stakeholders committed to sustainability and reducing inequality. 4F's main activities are managing, distributing, monitoring, and reporting on the efficient use of funds to support indigenous/local communities and smallholder who are working to conserve forests.
Through support from the Ford Foundation and the Ministry of Home Affairs, 4F provides “Support for Smallholder and Indigenous Peoples and Local Communities in Kalimantan for Strengthening Land Rights, Inclusion in Decision-Making, Economic Benefits, Fair Access, and Readiness for the Global Market.” In accordance with the Memorandum of Understanding (MoU) between the Ministry of Home Affairs of the Republic of Indonesia and the Ford Foundation dated April 4, 2024, the 4F program is in line with the theme of “Participatory, equitable, and sustainable governance and utilization of natural resources by community groups and the poor to improve people's welfare and mitigate the impacts of climate change.”
4F is committed to supporting the strengthening of equitable and sustainable landscape governance, including ensuring a balance between forest protection, improving the welfare of smallholder, and compliance with global regulations such as the EU Deforestation Regulation (EUDR). 4F also encourages the strengthening and development of village institutions through structured assistance, while strengthening leadership capacity. These efforts ensure that villages are able to manage programs independently, responsively, and sustainably, thereby creating more effective governance for forest protection and community welfare. This requires an Institutional Management and Leadership Trainer who can provide training to improve the institutional capacity of villages, including smallholder, local communities, indigenous peoples, and women's groups, to gain access to and inclusive involvement in institutional governance and forest and natural resource management in village capacity building and institutional development programs.
- Activity Objectives
The objective of this activity is to increase the institutional capacity of villages, including small farmers, local communities, indigenous peoples, and women's groups, to gain access to and inclusive involvement in institutional governance and the sustainable management of forests and natural resources.
- Scope of Work
The trainer will carry out the following scope of work:
- Assess the institutional capacity of villages and identify areas for strengthening.
- Develop training curricula and modules related to organizational management, village governance, and leadership.
- Conduct training for village officials, village councils, community organizations, and strategic groups.
- Support the development of inclusive leadership, including participatory governance and the enhancement of the role of women and youth.
- Provide post-training assistance and monitor progress in institutional capacity building.
- Prepare reports, recommendations, and program learning documentation.
- Implementation Methode
The methodologies used include:
- In-class training: material delivery, discussions, case studies, and simulations.
- On-the-job training: direct practice at village institutions for SOP development.
- Individual/group mentoring for village institutional administrators.
- Deliverables
The expected outcome is that representatives from each institution in six villages in Sanggau, Sekadau, and Sintang districts receive training on leadership capacity building and gender awareness.
- Trainer Duties and Responsibilities
- Analyze institutional and leadership conditions in target villages.
- Develop training materials appropriate to the local context and program needs.
- Conduct training on institutional management, governance, and leadership.
- Guide village officials in developing institutional strengthening plans.
- Provide mentoring for strengthening organizational functions, coordination structures, and decision-making.
- Prepare training implementation reports and follow-up recommendations.
- Integrate the principles of social inclusion and gender equality in all activities.
- Duration
This activity was carried out over a period of three months, with the following details:
Month 1: Preparation of leadership and institutional materials for training
Month 2: Training in leadership and institutional theory and field practice
Month 3: Preparation of activity reports
- Qualification
The required qualifications are:
- Minimum bachelor's degree in social sciences, rural development, management, public policy, or related fields.
- Minimum 3-5 years of experience in community institutional strengthening, organizational management, or community leadership.
- Ability to develop training modules and facilitate adult learning.
- Understanding of village governance, village regulations, and community-based development planning.
- Strong communication, moderation, and group facilitation skills.
- Experience working with local communities, indigenous peoples, or grassroots organizations is an advantage.
- Commitment to the values of inclusion, participation, transparency, and gender equality.
- Reporting Mechanism
Trainer reports to: 4F Program Manager
Copies to: Executive Director, District Coordinator, 4F Technical Advisor
Reporting is done periodically according to the established schedule (inception, mid-term, final report).
- Ethics & Confidentiality
Trainers must maintain the confidentiality of all data obtained during the assignment and comply with organizational and donor policies.
- Closing
This Activity Framework has been prepared as the basis for implementing activities in support of achieving the objectives of the Forest Protector Farmers Foundation (4F) program.
