Spatial Expert

  1. Background

Farmers for Forest Protection Foundation (4F) is the only platform established by and for smallholder, local communities, and indigenous peoples in Indonesia. 4F acts as a bridge between farmers and markets, producers, government, and other stakeholders committed to sustainability and reducing inequality. 4F's main activities are managing, distributing, monitoring, and reporting on the efficient use of funds to support indigenous/local communities and smallholder who are working to conserve forests.

Through support from the Ford Foundation and the Ministry of Home Affairs, 4F provides “Support for Smallholder and Indigenous Peoples and Local Communities in Kalimantan for Strengthening Land Rights, Inclusion in Decision-Making, Economic Benefits, Fair Access, and Readiness for the Global Market”. In accordance with the Memorandum of Understanding (MoU) between the Ministry of Home Affairs of the Republic of Indonesia and the Ford Foundation dated April 4, 2024, the 4F program is in line with the theme of “Participatory, equitable, and sustainable governance and utilization of natural resources by community groups and the poor to improve people's welfare and mitigate the impacts of climate change.”

4F is committed to supporting the strengthening of equitable and sustainable landscape governance, including ensuring a balance between forest protection, improving the welfare of smallholder farmers, and compliance with global regulations such as the EU Deforestation Regulation (EUDR). This requires a Spatial Expert Team capable of mapping land cover and spatial analysis in landscape management for the collection and management of jurisdictional landscape-level data.

  • Activity Objectives

The objective of this activity is to provide an integrated database and analysis at the jurisdictional landscape level to support sustainable forest planning, conservation, and management in West Kalimantan and Central Kalimantan.

  • Scope of Work

Spatial experts will carry out the following scope of work:

  1. Identify data sources: satellite imagery, RBI maps, indicative ETH Zurich High Carbon Stock (HCS) data, indicative High Conservation Value (HCV) data, land cover data, administrative boundaries, and other thematic data
  2. Perform digitization, geometric correction, and GIS data format standardization
  3. Analyzing land cover/land use, land change, SKT-NKT, permit overlaps, protected areas, and community management areas
  4. Compiling spatial analyses to support land use planning and decision making
  5. Building a structured geodatabase containing all thematic data layers
  6. Providing analysis maps for monitoring, reporting, and landscape program planning activities
  7. Creating a dashboard or webGIS for data dissemination to local governments and stakeholders
  • Implementation Methode

The methodologies used included:

  1. Desk Review: analysis of policy documents, geospatial maps, and relevant reports.
  2. Spatial Analysis: simplified SKT-NKT approach for farmers
  • Deliverables

Experts will produce descriptive data, interpretations of land and forest conditions in four districts, including indicative maps of land cover, area (SKT-NKT/HCS-HCV maps) and spatial analysis of forests as an integrated database accessible to stakeholders.

  • Duties and Responsibilities of Experts
  1. Collect spatial data from secondary sources (satellite imagery, RBI, administrative boundaries, ETH Zurich SKT Indicative, NKT Indicative) and primary sources (SKT-NKT field checks, GPS, drones, participatory mapping)
  2. Process and analyze GIS data, including digitization, classification, correction, and land cover/land use analysis
  3. Compiling thematic maps such as land cover maps, protected areas, SKT-NKT, important community areas, permit overlaps, and land change dynamics
  4. Working with other team members to develop a database for villages and/or farmers who will be tested using the SKT-NKT guidelines
  5. Working with farmers and the team to help design and develop an Incentive and Benefit Implementation model for villages and/or farmers applying the SKT-NKT approach
  6. Coordinating intensively with the 4F team, district government, and other stakeholders and disseminating results and implementation recommendations at the program landscape level.
  • Duration

This activity was carried out over a period of six months, with the following details:

Month 1: Desk review, data collection, initial landscape mapping.

Month 2: Mapping analysis, spatial data and landscape analysis.

Months 3-6: Implementation of simplified SKT-NKT for farmers in West and Central Kalimantan.

  • Qualification

The required qualifications are:

  1. Minimum bachelor's degree in Geography, Geodesy, GIS, Regional Planning, Forestry, Environment, or related fields.
  2. Minimum of 3-5 years of experience in GIS, mapping, spatial analysis, or spatial database management.
  3. Proficiency in ArcGIS, QGIS, and other GIS tools.
  4. Familiarity with Google Earth Engine, drone mapping, GPS, and satellite image processing (Landsat, Sentinel).
  5. Ability to use GIS and spatial analysis.
  6. Experience working with smallholder farmers, indigenous communities, and local governments.
  7. Strong understanding of environmental, social, and natural resource management issues.
  • Reporting Mechanism

Expert reports to: 4F Program Manager

Copies to: Executive Director, District Coordinator, 4F Technical Advisor

Reporting is done periodically according to the established schedule (inception, mid-term, final report).

Experts must maintain the confidentiality of all data obtained during the assignment and comply with organizational and donor policies.

This Activity Framework has been prepared as the basis for implementing activities in support of achieving the objectives of the Forest Protector Farmers Foundation (4F) program.
