Forest Conservation Management Trainer
- Background
Farmers for Forest Protection Foundation (4F) is the only platform established by and for smallholder, local communities, and indigenous peoples in Indonesia. 4F acts as a bridge between smallholders and markets, producers, government, and other stakeholders committed to sustainability and reducing inequality. 4F's main activities are managing, distributing, monitoring, and reporting on the efficient use of funds to support indigenous/local communities and smallholder who are working to conserve forests.
Through support from the Ford Foundation and the Ministry of Home Affairs, 4F provides “Support for Smallholder and Indigenous Peoples and Local Communities in Kalimantan for Strengthening Land Rights, Inclusion in Decision-Making, Economic Benefits, Fair Access, and Readiness for the Global Market.” In accordance with the Memorandum of Understanding (MoU) between the Ministry of Home Affairs of the Republic of Indonesia and the Ford Foundation dated April 4, 2024, the 4F program is in line with the theme of “Participatory, equitable, and sustainable governance and utilization of natural resources by community groups and the poor to improve people's welfare and mitigate the impacts of climate change.”
4F is committed to supporting the strengthening of equitable and sustainable landscape governance, including ensuring a balance between forest protection, improving the welfare of smallholder, and compliance with global regulations such as the EU Deforestation Regulation (EUDR). To that end, a Forest Conservation Management Trainer is needed who is capable of providing forest management training in the Village Capacity Building and Institutional Development program.
- Activity Objectives
The objective of this activity is to increase the institutional capacity of villages, including smallholder farmers, local communities, indigenous peoples, and women's groups, to gain access to and inclusive involvement in institutional governance and the sustainable management of forests and natural resources.
- Scope of Work
The trainer will carry out the following scope of work:
- Develop a curriculum and training modules related to forest management that are relevant to the village context based on a simplified HCS-HCV toolkit for farmers.
- Conduct technical training with community groups and village institutions on forest conservation principles, monitoring, conservative agroforestry practices, and reducing pressure on forest areas.
- Provide practical assistance in field activities such as community-based forest management practices, including zoning, threat identification, and rehabilitation techniques.
- Develop tools and visual materials to facilitate understanding among participants from various backgrounds.
- Test participants' abilities through pre/post-training evaluations and technical feedback.
- Provide recommendations for strengthening village institutions related to the protection of HCS-HCV areas.
- Compile training reports covering the process, achievements, challenges, and recommendations for continuation.
- Coordinate with program teams such as village facilitators, spatial teams, and program and 4F management to integrate training results into village work plans.
- Implementation Methode
The methodologies used include:
- Development of training modules for forest management

- Deliverables
Expected outputs are that protection agencies in the program locations participate in Forest Conservation Training and Information and Extension Support, and produce Forest Monitoring/Patrol Work Plans.
- Trainer Duties and Responsibilities
- Prepare and update forest conservation training modules appropriate to the local context.
- Train forest protection agencies in villages in techniques for sustainable forest protection, restoration, and utilization.
- Ensure the integration of conservation aspects into sustainable agricultural practices and agroforestry.
- Develop training plans and schedules and ensure their effective implementation.
- Conduct capacity needs assessments.
- Prepare periodic reports on training implementation and progress.
- Develop participatory monitoring tools to assess forest conditions and program impact.
- Integrate the principles of social inclusion, gender equality, and environmental protection into each training session.
- Identify risks and provide technical solutions to reduce pressure on forests (e.g., shifting cultivation, logging, and hunting).
- Duration
This activity will be carried out over a period of 3 months, with the following details:
Month 1 : Preparation of training materials
Month 2 : Theoretical and practical field training
Month 3 : Preparation of activity reports
- Qualification
The required qualifications are:
- Minimum education of Bachelor's degree in Forestry, Conservation, Ecology, Natural Resource Management, or related fields.
- Minimum 3-5 years of experience in forest conservation, agroforestry, community-based forest management, or similar environmental programs.
- Understanding of forestry regulations and village forest/customary forest/community forest governance.
- Experience in providing technical training and facilitating community groups.
- Able to develop modules, SOPs, and technical guidelines related to forest conservation and management.
- Basic spatial analysis skills (GPS, threat mapping, transects, participatory mapping) are an added value.
- Able to work with local communities, indigenous peoples, and government stakeholders.
- Understanding of the principles of inclusivity, gender equality, and social safeguards.
- Communicative, able to solve problems participatively, and willing to work in the field.
- Reporting Mechanism
The trainer reports to: 4F Program Manager.
Copies are sent to: Executive Director, District Coordinator, 4F Technical Advisor.
Reporting is carried out periodically according to the established schedule (inception, mid-term, final report).
- Ethics & Confidentiality
Trainers are required to maintain the confidentiality of all data obtained during the assignment and comply with organizational and donor policies.

Thus, these Terms of Reference have been prepared as the basis for the implementation of activities in support of the achievement of the objectives of the Forest Protector Farmers Foundation (4F) program.
